Beginning with the 2026-27 school year, all Hawaii public school students entering grade 9 (the class of 2030 forward) must complete a half-credit financial literacy opportunity before graduation, documented through their Personal Transition Plan. Schools choose the delivery model — a standalone elective, embedded in an existing course, or self-paced — as long as it aligns with HIDOE's financial literacy standards.

Because this is a DOE administrative requirement (not yet written into Board Policy 102-15) and no student is bound until 2026-27, national trackers differ: CEE's Survey of the States counts Hawaii as newly mandated, while NGPF's stricter guarantee standard excludes it.
